An expert panel discussion on the unrelenting restrictions on civic space in the Middle East and attacks on civil society through the misuse of counter-terrorism legislation will be held during the 55th Session of the UN Human Rights Council.

Counter-terrorism laws have been deliberately and discriminatorily misused against political opponents and dissidents, the media, civil society and minorities. The work of Special Procedures of the Human Rights Council has documented the situation in various countries of this particular phenomenon. In his first report to the UN Human Rights Council, the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism indicates that he will maintain a focus on the impact of measures for countering terrorism and violent extremism on civic space. From terrorism charges brought against prominent members of civil society and mass trials on terrorism charges which could lead to the death penalty or lengthy prison sentences, the panel discussion will focus on solution-oriented approaches to stop human rights violations. The Special Rapporteur on human rights and counter terrorism will join the discussion.
